How to create the STRONGEST state or vice versa

Pay attention, that all leaders are named with a small letter and without numbers, let's do the same.
First, let's compress the leader's photo to size 100 in height and 88 wide. This can be done through the website or photoshop(pain and so on). I named it volk.png and put it in a folder.

Part 2. Creation and customization.
Click to add a new ruler.
There is nothing complicated here except for one point., this is “Image title”. You just need to write the full name of the icon of the person you uploaded to the folder, in my case it is volk.png (Also with a small letter and with .png)
AND THE MAIN THING! Remember to appoint a leader to the state, It's on the right.
Everything, we do further at our discretion, can be left like this, it will be for beauty.
You can make a death machine out of it by giving + 50 to attack and defense.
You can make a weakling, giving him -50 to protection, etc..
