Many players report, that while playing Forza Horizon 4 no vibration triggers on Steam.
The first – disable the steam input system
Right click Forza Horizon 4> Properties> Controller> Disable Steam Input System.

Follow this link https://github.com/araghon007/X1nput/releases and download X1nput v2.0.
Open the archive, go to 64-bit folder, then copy the file XInput1_3.dll
and paste it into the Forza Horizon installation folder 4.
