A comment 2. As you can see on max difficulty, the AI ​​has a very, very moderate bonus to troop strength (+2 interrupts in tactics without any problems at all), but it has excellent conditions for the production of armies – so there is no shortage of AI with them in principle.

“+30 industry, money and food” should give a fucking boost at the start, but since the Middle Ages it's about nothing.

But we must also accept from above “+10 industry per population” together with “-70% population food consumption”. In total, AI has large cities and a lot of production. It is clear how he builds up his megalopolises.
